What are KML files?

Keyhole Markup Language (KML) is a file format used to display geographic data in an earth browser, such as Google Earth, Google Maps, and Google Maps for mobile. A KML file is processed in much the same way that HTML (and XML) files are processed by web browsers. Like HTML, KML has a tag-based structure with names and attributes used for specific display purposes. Thus, Google Earth and Maps act as browsers for KML files.

What are SHAPE files?

The Esri Shapefile or simply a shapefile is a popular geospatial vector data format for geographic information systems software. It is developed and regulated by Esri as a (mostly) open specification for data interoperability among Esri and other software products.

2020 Census Redistricting [P.L. 94-171] Tiger/Line Shapefiles

TIGER/Line© Shapefiles are spatial extracts from the Census Bureau's MAF/TIGER database, containing features such as roads, railroads, rivers, as well as legal and statistical geographic areas. TIGER/Line© Shapefiles are designed for use with geographic information system (GIS) software. The TIGER/Line Shapefiles© do not include demographic data, but they contain geographic entity codes that can be linked to the Census Bureau's demographic data.

2020 Census Redistricting [P.L. 94-171] Tiger/Line Summary Files

The 2020 Census Redistricting Data [P.L. 94-171] Summary Files contain the redistricting data tabulated from the 2020 Census.

On February 12, 2021, the U.S. Census Bureau announced that it will deliver the Public Law 94-171 redistricting data to all states by Sept. 30, 2021 due to COVID-19 related delays.

On August 12, 2021, the 2020 Census State Redistricting Data (Public Law 94-171) Summary Files in the Legacy Format were made available for download on the Census Bureau's File Transfer Protocol (FTP) website. On September 16, 2021, the U.S. Census Bureau released the same data in an easier-to-use format at data.census.gov. They are identical to those released August 12 on the Census Bureau's FTP site and in various data visualizations.

2021 Certified Redistricting Data

At the Commission meeting on August 24, 2021, the LRC approved Resolution 4A that would reallocate the census data for most prisoners held in state correctional institutions. Resolution 4B was also approved, providing for two final data sets, one without the population adjusted for prisoner reallocation, and one with the population adjusted for prisoner reallocation.

On October 25, 2021, the LRC approved Resolution 6A which certified as usable Data Set #2, which reallocates most of the prison population counts and will be used for State House and Senate redistricting. Resolution 6B was also approved, certifying as usable Data Set #1.

2021 DATA SET #1 (WITHOUT PRISONER REALLOCATION)

Data set #1 is adjusted to contain the most recent voting precinct boundaries in Pennsylvania, reflecting any boundary changes that occurred after the data was last submitted to the Census Bureau. This data set does NOT contain any adjustments for prisoner reallocation, and WILL NOT be used by the Legislative Reapportionment Commission in the drawing of Pennsylvania's House and Senate districts.

2021 ADJUSTED U.S. CENSUS POPULATION DATA

The 2021 adjusted U.S. Census population data corrects issues in the original 2020 data received from the Census Bureau, such as voting district code and name discrepancies, municipality name discrepancies, precinct changes which may have been made after the U.S. Census' Phase 2 program, and split block issues.

2021 DATA SET #2 (WITH PRISONER REALLOCATION)

Data set #2 contains the same updated geography as Data Set #1, but also contains population adjustments to account for the reallocation of most prisoners to their last known address prior to incarceration. This data set will be used by the Legislative Reapportionment Commission as the basis for redrawing Pennsylvania's State House and Senate districts.
