The districts should not include multiple or portions of other counties. 67 counties means 1 vote per county to decide ALL elections on who wins that county. This will allow the middle not to be outweighed by Pittsburgh and Philadelphia and for everyone's vote to mean more and matter. Electoral colleges are great and we need one at the state level.
