LRC Testimony Solutions: Submission 1175

This amendment to the LRC's preliminary House map alters the following districts in Allegheny County: HD28, HD44, and HD45. The changes unify Moon Township and consolidate the Quaker Valley towns in HD44, per LRC submission 1175 and consistent with the testimony of Rep. Gaydos. See https://www.redistricting.state.pa.us/comment/submission/1175. Coraopolis and Neville move to HD28. HD45 absorbs Oakdale, the Allegheny part of McDonald Borough, and the portion of South Fayette previously in HD44. The LRC map is otherwise unchanged. Note that HD44 did not have sufficient population headroom to incorporate Oakdale with the rest of its school district. This proposal has no appreciable effect on mapwide core metrics or measures of partisan bias, although Reps. Gaydos and Mercuri may benefit slightly, and Rep. Kulik might be harmed. Note that the Quaker Valley could be united in HD28, but doing so would bring Rep. Gaydos into conflict with Rep. Mercuri.
