PA house dist. 77 & 82 with no split municipality

In the preliminary PA house district map, districts 77 and 82 split the ferguson and state college municipalities between both of those districts. However, neither of those two municipalities, nor any other municipality within the preliminary districts 77 and 82, need to be split, while still maintaining a balanced population between those two districts. Additionally, a second arrangement is proposed that only splits ferguson, along the split already present in the preliminary map. A spreadsheet named PA_house_center_77_82.xls was uploaded containing the calculations and more comments.
