Chester County Revisions

While the proposed preliminary map is a significant improvement over the current borders, I am proposing for the LRC's consideration a revised state house map for Chester County (no changes proposed for the 160th legislative district, which is not shown). My proposed map revision accomplishes the following of the Commission's goals: 1. Eliminates an important issue with a non-contiguous portion of the 157th District in Schuylkill 1, which is divided from the rest of the district by Phoenixville Borough and East Pikeland Township. Although municipal splits aren't an ideal solution, this proposal ensures contiguity for all districts in Chester County which is not accomplished by the LRC's proposal. 2. While municipal splits should be avoided, in this case splitting Schuylkill Township at least preserves neighborhood unity. This proposal re-unites precincts 1 and 2 of Schuylkill Township with Phoenixville Borough, which have shared neighborhoods on even the same streets; this new split between the 26th and 157th districts along Whitehorse Road provides a more natural dividing line between the Phoenixville-oriented, denser parts of Schuylkill Township (which go with a Phoenixville-based house district), and the less-dense, more Main Line-focused parts of the township (which go into a Main Line district). Furthermore, other neighborhood splits are avoided by re-uniting Malvern Borough and adjacent Willistown Township (which at one point were the same municipality). And more of Caln Township, which has strong ties to the City of Coatesville, is moved back into the 74th district, leaving only Caln 4, the precinct closest to the Borough of Downingtown, in the 155th. 3. The Chester County portions of Twin Valley School District are re-united into a single school district, eliminating that split. While not perfect, this proposed revision builds on what is already a significant improvement, and preserves more communities of interest while ensuring contiguity in all Chester County districts.
