CORRECTED: Adjustments to PA People's Senate Map

This map replaces my prior submission. A minor correction in Bucks County improves the compactness metric from 66 to 68, and also reduces school district splits. Like the previous submission, this map accepts a slightly larger population variance than the original FDPA People's Map to reduce splits and improve compactness.
