This gives a significant minority voice in 13 of 50 districts, 26%. This much more closely matches the 2020 census data of 26.53% of Pennsylvania’s population being ethnic minorities (The figure of 26.53% ethnic minorities includes Hispanic/Latino. The demographics of these maps also counts all Hispanic/Latino people as ethnic minorities, as opposed to White alone). These district suggestions aim to correct for ethnic gerrymandering, while keeping districts compact, contiguous, equal population, and minimizing splits in counties and municipalities. It also aims to keep districts proportional to statewide voting demographics and minimize school district splits.

Quantitative Analysis
