Revisions to Proposed Senate Map

The LRC's preliminary Senate map is a good start, but I have a few proposed revisions that would better serve communities of interest while improving minority representation and population equality. The city of Lancaster and its suburbs are a clear community of interest the size of a Senate district. Rather than being split between two districts as in the LRC map, this area should get its own district. In Philadelphia, I redrew the 2nd district to increase the Hispanic share of the population to above 40%. Other changes in Philadelphia and its suburbs were made to improve the population equality of the districts. The 18th district was redrawn to avoid splitting the municipalities of Bethlehem and Hanover. The 14th district becomes more compact and based in the Allentown area, and the 29th district moves more firmly into the Schuylkill Valley. Pike County is made whole in the 40th district, and Lackawanna County is made whole in the 22nd district. The 31st district was redrawn to represent the more urban and suburban areas along the west bank of the Susquehanna. And lastly, I suggest some changes in Western Pennsylvania to improve population equality.
