W Manchester Twp, York Co opposes Senate map

The West Manchester Township supervisors oppose the redistricting plan for Pennsylvania Senate districts proposed by the Redistricting Commission. This preliminary plan placed the township in the 31st senate district, based in Cumberland County, and removes it from the 28th senate district, which is the only York County based district and contains much of the core municipalities of the county. We believe this would violate the requirement that communities of interest be kept together. The central municipalities in York County form a community of interest. These municipalities include West Manchester Township, along with Manchester and Spring Garden townships, York City, and West York Borough—all of which border West Manchester Township, as well as Springettsbury and York Townships and North York Borough. Further, placing West Manchester Township in a senate district based on Harrisburg’s West Shore, with much of the district still in Cumberland County, and the remainder in largely rural northern York County, would dilute the township’s influence on the senator, who would be put in the position of trying to represent diverse communities often with different interests. We urge the commission to revise the map and keep West Manchester Township in the York County based 28th senate district, where the township residents can get the representation they deserve, and where the township has been for decades.
