Resolution from Manor Township, Lancaster County

RESOLUTION NO. 10- 2022 To: 2021 Legislative Reapportionment Commission From: Manor Township Board of Supervisors, Lancaster County 950 West Fairway Dr. Lancaster, PA 17603 Re: Redistricting Map Proposal for Manor Township Dear Legislative Reapportionment Commission, The Board of Supervisors for Manor Township, Lancaster County, has reviewed the proposed redistricting map for Manor Township. The proposed map shows Manor Township would go from being completely in the 41st District to being split between the 41st and 97th District with two state representatives; the majority of which would change to be included in the 97th District. As we are a community of interest, we strongly object to this proposal for the following reasons: 1. Manor Township would go from one individual state representative to two. Further, Penn Manor School District would go from two individual state representatives to four. This is not in the best interest of the electorate and will increase confusion among residents. 2. Manor Township’s identity is closely associated with the Susquehanna River. As such, it is in the best interest of communities of West Hempfield Township, Columbia Borough, Conestoga Township and Manor Township to have a single representative addressing the associated issues of recreation, tourism, MS4 and clean water living along the river. 3. Columbia Avenue and River Road are vital corridors with neighboring townships that will remain in the 41st District. The loss of single representation would reduce the representation of our municipal agreements as state policy is being developed. 4. The law enforcement departments in the current 41st District (East and West Hempfield, Columbia Borough and Manor Township) work closely with each other and have shared police initiatives. As such, we are more a community of interest with each other than we are with other areas in the 97th District and the loss of that would dimmish those agreements. Examples of those mutual agreements include The Crash Team, Criminal Processing and Mutual Aid for Law Enforcement. BE IT RESOLVED by the Board of Supervisors of Manor Township we wish for Manor Township to remain entirely whole in the 41st District. RESOLVED this 3rd day of January 2022. MANOR TOWNSHIP Brandon C.
