failure to reallocate prisoners; Montco splits

I live in Montgomery County, which has been split into six Senate districts in the preliminary map. My own district, SD 12, is fine but is the only Senate district wholly contained within the county. Of greater concern to me, though, is what happened—or didn’t happen—with prisoner reallocation. As I understand it, most of the Senate districts containing prisons are underpopulated in the preliminary map by more than the number of prisoners who were supposed to be allocated elsewhere. After all the effort advocates made to amplify this issue, and after all the testimony heard by the LRC, the vote to reallocate seems to have been a hollow victory. I suppose the reallocation may have prevented the underpopulation of those districts from being even larger, but it still violates the spirit of the agreement. That’s shameful.
