District 15 was changed in the last cycle and as a result the party of the recent winner changed. The district has been exclusively on the East shore of the Susquehanna River, but now extends over it to the West Shore into Perry County. This change has added a political bias into this district’s design. Moreover ask residents of Perry County if they feel a part of Harrisburg most will answer negatively. The same answer would be given by residents of Harrisburg with respect to Perry County.
