District boundaries

There should be no isolated islands. All districts should be contiguous and no long extensions should be allowed. The age of pandering to interests for fear of violence ended with the rise of American Democracy and the close of the civil war. If we're doing this new, DO IT. Don't leave vestigial pieces of districts to satisfy isolated interests and water down the point of redistricting. Specifically, in the Senate map there should not be isolated/split islands/sections of the red district in Pittsburgh inside the blue district, and there should be no elongated Kutztown section of the gray district in Reading splitting up the light blue district. In the House map, near Lancaster, isolated pockets of the blue district should not be floating inside the purple district.
