LRC Testimony Solutions: Submission 823/1047/et.al

This proposed modification to the LRC's preliminary plan amends House districts in Cumberland, Dauphin, and Perry Counties, consistent with Submissions 823, 1047 and many other objections to the LRC's rendering of HD103. Specifically, commenters have urged the LRC not to cross the Susquehanna River at Harrisburg. In this version, the river crossing shifts north to HD125, in the Duncannon area. The affected districts are HD86, HD87, HD88, HD103, HD104, HD105, HD106, HD125, HD193, and HD199. The LRC map is otherwise unchanged. Core metrics are mostly stable. The DRA compactness score improves by a point. One county split is added, in Perry, but DRA's splitting score remains 85. [Note: Splitting in the Perry/Juniata/Mifflin area can be improved by combining this proposal with submission 2766. Details will follow in a subsequent submission that harmonizes these changes.] The minority representation score loses by a point because, in the consolidation of Dauphin school districts, HD105 absorbs less-diverse precincts in Lower Paxton from HD125. There is no discernible effect on indicators of partisan bias. No opinion or preference regarding the treatment of Harrisburg is expressed or implied by the submission of this option.
