House District 167

I ask that the Commission make changes to the proposed plan for House District 167. I suggest that East Goshen Township be removed from the 167th District and Willistown Township remain in the 167th District. The proposed plan splits East Goshen Township’s precincts between two Districts by moving four precincts to the 167th District while five precincts remain in the 156th District. This action does not consider the impacts on the Township and the stipulations of the Pennsylvania Constitution which states: “Unless absolutely necessary no county, city, incorporated town, borough, township or ward shall be divided in forming either a senatorial or representative district.” The 156th District has represented East Goshen Township for over fifty years. Dividing the East Goshen Township precincts impacts the representation for the West Chester Area School District and the Township’s Boards, Commissions, and Committees. The proposed plan separates Willistown Township from Malvern Borough by moving the Township to the 157th District while Malvern Borough remains in the 167th District. Willistown and Malvern have been communities of interest for centuries. Malvern was incorporated as a Borough in 1889 having been under Willistown Township’s jurisdiction. Separating the Township from the Borough impacts the generational representation for the Great Valley School District, and the two Communities’ Boards, Commissions, and Committees.
