Bucks County discussion and revisions

Some Bucks County legislators and press have raised concerns about a loss of competitive districts in a purple, often competitive county. At the request of several Bucks residents, I drafted some possible alternatives and created a spreadsheet to show tradeoffs and metrics. There is in fact very little change in party composition between the current and LRC proposal: less than 3% in each district, far from the packing, cracking or buddy-mandering suggested in various critiques. The LRC version is significantly more compact. The People's Map version, drawn without reference to current district numbers of incumbent location, reflects comment received in the Fair Districts PA People's Map process about the way Bucks residents perceive their county. I've renumbered to reflect the current district #s. Although in specific metrics this version does not come out on top, in many ways it seems closest to Bucks comments on this site and a good compromise between current, LRC proposed, and FDPA People's Map.
