School district boundaries matter and should be considered when drawing fair maps. Take Senate District 44 as an example. Spring-Ford school district crosses over two counties (Spring City in Chester County, while the rest of the SD lies in Montgomery County), similar to Twin Valley school district (Chester and Berks). Further, Senate District 44 (one of the most gerrymandered districts in the Senate) currently has all, or parts of 12 school districts! While it is critical that municipalities are not split, it is also almost equally important that school districts are not gerrymandered and split among multiple districts. When deciding how to draw the outer most boundaries of a district, it is critical that preference be given to school districts as a tie-breaking deciding factor. I think the Senate map drawn by G.O. does an excellent job of addressing the disparities around school district gerrymandering when it comes to legislative lines.
