Chairman Nordenberg Overstepped His Authority?

It is my understanding that Chairman Nordenberg of the LRC overstepped his authority by commissioning an outside entity to redraw the PA House district maps. It is my understanding that the chairman has no authority to take such an action. Would not this action by the chairman and the LRC make any proposed map changes null and void? Would not the proposed map changes made by the chairman be unconstitutional? Or does being on the LRC exempt the members and the chairman from seemingly any laws or rules in place, and that they can do whatever they want? Additionally, it's my understanding that the redrawn 30th District potentially will have no elected representation in the state House because calendar requirements for establishing residency are past their legal dates for doing so due to the timing of the release of the proposed maps (the maps were released after the deadline for establishing residency) and that the deadlines for establishing any campaign for candidacy are also past. This raises more than just a few suspicions about the neutrality of the Chairman.
