Senate districts population; State College split

Pennsylvania is one of the most gerrymandered states in the US. There are significantly more registered Democrats than Republicans, yet we have a long history of Republican-controlled state Senate and House. We are not a democracy. I believe the proposed maps are still biased towards Republicans, and the Senate map more so. Why were the Senate districts created giving less representation PER CAPITA to Democratic-leaning districts than to Republican-leaning districts? This basically disempowers people who live in urban areas and disproportionately empowers those in rural areas. It is not just. In particular, the State College area, where I live, has been split into two, effectively rendering Democrats here powerless. Republicans are fighting the proposed maps because it gives them less DISPROPORTIONATE power than what they have now. They are NOT biased towards Democrats, but LESS biased towards Republicans. Please change the Senate map to put State College back together as one piece and to equalize the number of people per Senate district.
