159th
If one of the objectives is to keep the school districts whole, this new configuration takes Upland and Chester Twp, consisting of the Chester-Upland SD, and splits the district with State Reps from 161st and 159th. The 159th district is Upper-Chichester which makes Chichester SD whole, under the 159th. I am not clear with the rationale swap municipalities from one SD to another. Note: The 160th district will lose Upper-Chichester(Delaware county) and two Chester Co. municipalities and will gain two Chester Co municipalities and two Delaware Co municipalities
