Keep natural and municipal boundaries intact
It makes perfect sense to draw maps that cohere to natural or municipal boundaries. Dividing up a city like York makes no sense, and frankly, it stinks of an effort to win elections for democrats. Politics doesn't belong in redistricting plans, common sense does.
