Scranton

Scranton City as of the 2020 Census contains 76,328 citizens. According to Dave's Redistricting App, the ideal population of a state house legislative district is 64,053 persons. Scranton City thus has a perfect size to hold one whole state house district, plus a partial piece of a second house district. The current plan unnecessarily splits Scranton into 4 districts, instead of 2 districts which is completely possible to minimize municipal splits. While the preliminary plan does improve much by trying to reduce the amount of municipal splits compared to the current map, the decision to split Scranton into 4 districts is unnecessary, and does not respect historical boundaries or the set values set to limit municipal splits unless absolutely necessary.
