What are KML files?
Keyhole Markup Language (KML) is a file format used to display geographic data in an earth browser, such as Google Earth, Google Maps, and Google Maps for mobile. A KML file is processed in much the same way that HTML (and XML) files are processed by web browsers. Like HTML, KML has a tag-based structure with names and attributes used for specific display purposes. Thus, Google Earth and Maps act as browsers for KML files.What are SHAPE files?

TIGER/Line© Shapefiles are spatial extracts from the Census Bureau's MAF/TIGER database, containing features such as roads, railroads, rivers, as well as legal and statistical geographic areas.
TIGER/Line© Shapefiles are designed for use with geographic information system (GIS) software. The TIGER/Line Shapefiles© do not include demographic data, but they contain geographic entity codes that can be linked to the Census Bureau's demographic data.

2020 Census Redistricting [P.L. 94-171] Tiger/Line Summary Files
The 2020 Census Redistricting Data [P.L. 94-171] Summary Files contain the redistricting data tabulated from the 2020 Census.
On February 12, 2021, the U.S. Census Bureau announced that it will deliver the Public Law 94-171 redistricting data to all states by Sept. 30, 2021 due to COVID-19 related delays.
Data for the 2000 and 2010 Census are available for download on the U.S. Census Bureau website.
